Our Journey: Faith, Transformation, and Resilience
The story of the Provincial Development Office (PDO) is rooted in a profound legacy of holistic empowerment and service. It begins with the global mission of the Salesian Sisters of Don Bosco (also known as the Daughters of Mary Help of Christians - FMA), an international congregation founded in 19th-century Italy by St. John Bosco and St. Mary Domenica Mazzarello, dedicated entirely to the education and salvation of young people.
Decades ago, driven by this timeless charism, the Salesian Sisters expanded their footprints into East Africa, establishing the Africa East (AFE) Province to serve communities across Kenya, Rwanda, and Tanzania. On the ground, the Sisters quickly realized that to effectively break the cycles of poverty, give youth a fighting chance, and protect vulnerable children, their local initiatives needed a sustainable, professional, and strategic engine.
To bridge this gap, the Provincial Development Office (PDO) was established as the official development, resource mobilization, and partnership arm of the AFE Province.
Rather than working in isolation, the PDO was envisioned to enhance, scale, and secure the long-term sustainability of the Province's life-changing programs. Today, the PDO operates as a modern development hub that transforms the Sisters’ vision into structured regional impact. By mobilizing resources, building strategic alliances with international donors, and reinforcing institutional capacity, the PDO
breathes life into eight core impact pillars—ranging from basic education (LEARN) and emergency response (RESPOND) to economic empowerment (RISE) and psychosocial healing (HEAL).
From our humble roots in community classrooms to a vast, interconnected regional network, our heartbeat remains unchanged: to cultivate a transformed, inclusive society where children, youth, and vulnerable communities are not merely supported, but empowered to live in dignity, resilience, and the absolute fullness of life.
The PDO Team
Executive Director
Sr. Patricia Oyuga
Sr. Patricia is a mission-driven leader and consultant with over a decade of experience steering education, training and development initiatives across East Africa. In her role, she provides strategic leadership for donor-funded projects across Kenya, Tanzania, and Rwanda, supervising cross-country teams while strengthening planning, monitoring, and reporting systems. A specialist in education administration, training systems and organizational development, she uniquely blends institutional leadership and mission-based service to drive sustainable, high-impact regional initiatives.

Finance Officer
Tom is a results-driven grants management professional who oversees financial accounting, budgeting, donor compliance and internal auditing for the PDO. He manages financial functions across Kenya, Rwanda and Tanzania, consolidating regional project reports to enhance accountability and support strategic decision-making. Working closely with the ExecutiveDirector and project leadership, Tom ensures resources are efficiently managed, transparently tracked, and strictly aligned with donor expectations for sustainable community impact.

Projects Officer
Dorcas is a dedicated development practitioner who supports project coordination, donor reporting, stakeholder engagement, and community development activities across Tanzania. With deep experience in project planning, monitoring, and community engagement, she focuses on building sustainable, faith-based initiatives that promote social transformation through education and health. Dorcas thrives in collaborative leadership, delivering compassionate service that ensures lasting impact and dignity for all.
Collins Osanyo
Program OfficerCollins is a Project Management Specialist driving development initiatives within faith-based organizations. Across the AFE province, he leads proposal development, resource mobilization, donor reporting, and project monitoring. Integrating strategic planning with results-based implementation, Collins delivers sustainable interventions to maximize impact and institutional visibility.
Jedidah Mutui
Social WorkerJedidah drives community empowerment and vulnerable population support at PDO. She oversees grassroots social programs, coordinates regional social workers, and conducts needs assessments to ensure high-impact project delivery. Combining compassion with structured oversight, Jedidah focuses on family self-reliance and comprehensive reporting to deliver lasting change.

Safeguarding Officer
Rosemary is a dedicated safeguarding professional who oversees the development, implementation, and monitoring of child and vulnerable adult protection policies across Salesian Sisters institutions. Working under the provincial framework, she leads awareness campaigns and compliance training for staff, volunteers, and beneficiaries regarding emerging safeguarding issues. Rosemary coordinates closely with community liaison officers and external stakeholders to manage reporting and response mechanisms, ensuring strict adherence to legal and ethical standards to maintain safe, supportive environments.
